The reason for this wording is that a true copy could be a copy that was made of a document and then had things changed on it. If it’s a true and exact copy, it means that it is a copy of the original document and has not been altered in any way. If you got out the original document and looked at it it wouldn’t look any different, at all, from the copy.
When you stamp something with the true and exact copy stamp it means that you are personally certifying that the copy is identical in every way to the original and that it has not been tampered with or changed. That sounds like no big deal, but it could matter a lot, especially in the areas of dollar amounts, birthdates, and other things that are vital to the signing and enforcement of specific documents.
The true and exact stamp is very important, so be sure that the copy you stamp with it really meets that criteria.
